There are no provisions for a contribution for people providing hospitality to Ukrainians. 

The subsistence allowance provided by the Ordinance of the Head of Department No. 881, dated March 29, 2022, is intended for individuals who have applied for a temporary protection residence permit and are not receiving accommodation provided by publicly funded systems (such as CAS - Extraordinary Assistance Centers, SAI - Reception and Integration System, other widespread reception structures, or hotels made available by the Regions).

Holders of temporary protection can request the subsistence contribution on the
https://contributo-emergenzaucraina.protezionecivile.gov.it/#/ platform at the moment until December 31, 2024, when the state of emergency ends.

If the person you are hosting has access to the contribution, they may contribute to your extra expenses if they want.

First, it is essential to legalize your presence in the country. Visit the Questura (Immigration Office) in the city where you are located to sign the declaration of presence. If desired, you can also apply for a residence permit for temporary protection during this visit. Additionally, you will receive a tax code, which is necessary for accessing public services while you are in Italy. Remember that depending on your circumstances and needs, you may be eligible to apply for other types of protection, such as international or special protection.

If you don't have accommodation, contact the municipality where you live for helpful information about the hospitality system in Italy.

If you or a member of your family has special accommodation needs, contact the municipality in the city where you live and communicate your needs.

If you are receiving temporary protection and the state of emergency is not extended, you will be able to continue accessing accommodation in the network of CAS - Extraordinary Assistance Centers, SAI - Reception and Integration System until December 31, 2024. To stay informed about updates on accommodation measures, please regularly check the Department of Civil Protection website, the Ministry of the Interior website, and the portal Integrazione Migranti.

The Budget Law for 2024 (Law No. 213, December 30, 2023) has extended temporary protection residence permits until December 31, 2024. However, these permits may be revoked prior to this date if the European Union decides to terminate the temporary protection status.

Yes, you can move to another city, but you will still have to get your residence permit at the same Questura-Immigration Office where you applied.

Temporary protection is a status specifically intended for individuals who are in another country temporarily. You may return to Ukraine at any time if you wish.
 

You will have to apply to the Public Security Authority, which will involve the Public Prosecutor's Office at the Juvenile Court and the Social Services of the municipalities for the evaluation, in the child's best interest, of the solution of reception and the appointment of a guardian.

If you have been appointed guardian in Ukraine or have otherwise been made responsible for the child by an authority in Ukraine, you must show the relevant documentation, possibly in original.

If you arrive in Italy, you can travel for free on intercity, Eurocity, and regional trains, as well as on maritime transport services to the islands, and use the highway network to reach your initial place of destination or accommodation within five days of your arrival. This measure is in effect until December 31, 2024, when the state of emergency is set to expire.

Yes, you can move between European Union countries with the temporary protection residence permit.

To communicate your needs and obtain a temporary identity document for accessing public services, please contact the Ukrainian Embassy. Before reaching out to your home country's diplomatic or consular authorities, consider whether you have any reasons to believe that you may be in danger and do not want those authorities to know your current location. If that is the case, you always have the option to apply for "international protection."

Yes. The Bank of Italy has an agreement with the Ukrainian National Bank to allow people from Ukraine, including minors, to exchange hryvnias into euros. If you have obtained a residence permit for temporary protection or recognition of international protection, you can exchange up to 10,000 hryvnias (equal to about 300 euros).

If your host facility does not provide you with food or clothing, you can communicate your needs to the municipality where you live, a local civil protection association, or the nearest church.

If you have arranged accommodation with friends, relatives, or a host family on your own, you may be eligible for the subsistence grant. To apply for this grant, you must first submit an application for a residence permit for temporary protection at the Immigration Office (Questura) in the city where you are located.

You will then receive the tax code with which to access the dedicated platform to apply for the contribution: https://contributo-emergenzaucraina.protezionecivile.gov.it/#/. The contribution will be granted to you for a maximum of three months from the date shown on the receipt for the application for a residence permit for temporary protection.

Go to the municipality of the city where you live and ask about how the accommodation system is organized.

Within two days of your arrival, a representative of your host family must go with you to the local police station (Polizia) to complete the declaration of presence and hospitality. Remember to bring an ID with you.

There is no financial aid available for your host family. Once you have access to the subsistence allowance, you can choose to contribute to the extra expenses incurred by those providing you with hospitality.

Ordinance No. 881, issued on March 29, 2022, by the Head of the Civil Protection Department, states that the subsistence allowance can be granted for a period of three months, starting from the date of the request for temporary protection. Any updates regarding the duration of the subsistence allowance may be outlined in future orders.

If you are a victim of gender-based violence or stalking, you can call the toll-free number 1522, active h24 throughout Italy and also available in Ukrainian. If you find yourself in a dangerous situation, call the NUE-Unified Number for Emergencies (112) and request the immediate intervention of the Police and, if necessary, medical assistance. If you are in a Region where the NUE is inactive, call the Police (113) or Carabinieri (112). To receive medical assistance, call 118.

To open a basic bank account, you will only need to go to your chosen bank with your residence permit and a valid ID.

Go to your nearest local hospital or call the emergency numbers 112 or 118.

When you first access health services, if you have not already applied for one through your nearest Local Health Authority (ASL), you will be issued an STP - Temporarily Present Foreigner code or receive instructions on how to apply for it.

The STP code can also be issued by Hospital Authorities, University Hospitals, and Scientific Institutes for Research, Hospitalization, and Healthcare (IRCCS). It is valid throughout the country for six months and can be renewed.

If you do not have documentation proving the vaccinations you have received, you can access the vaccinations in Italy by going to your Local Health Authority (ASL) to receive any guidance.

In Italy, the mandatory vaccinations for minors aged 0 to 16, including unaccompanied foreign minors, are the following: anti-polio, anti-diphtheria, anti-tetanus, anti-hepatitis B, anti-pertussis, anti-Haemophilus influenza and type b, anti-measles, anti-rubella, anti-parotitis, and anti-chickenpox.

Compliance with vaccination requirements is mandatory to be admitted to kindergarten or preschool. If you are a parent or legal guardian of a child who has received vaccinations in Ukraine but do not have the necessary documentation to verify this, you must visit the Local Health Authority (ASL) in your area. They will assess your child's vaccination status and provide guidance on the next steps.

To apply for a family doctor or pediatrician of your choice, you must first obtain a residence permit for temporary protection at the Questura-Immigration Office in the city where you live.

With the receipt of the application or the residence permit for temporary protection, you can register with the National Health Service at the offices of the Local Health Authority (Asl) closest to the domicile you indicated in the application and choose the general practitioner and pediatrician of free choice for minors of whom you are the parent or legal guardian.

Until you submit your application for a residence permit, you will still be guaranteed basic health care by the authorized facilities through the STP code - Temporarily Present Foreigner.

Contact your nearest Local Health Authority (ASL) to begin the application process for a support teacher. The ASL will create a report that you must provide to the school where you plan to enroll your child.

In Italy, numerous associations focus on supporting individuals with disabilities. Many of these organizations are recognized by social services. Therefore, it is advisable to first check with the municipal offices in your area to learn about the activities these associations offer for people with disabilities in your region.

Certain regions have already established services specifically to assist people with disabilities from Ukraine. If you are deaf and located in Emilia-Romagna, Lazio, or Campania, you can request support from the regional offices of the Ente Nazionale Sordi. A network of deaf operators, volunteers, interpreters, and mediators is available to provide you with practical assistance.

If you have a rare disease, you can request assistance by contacting the National Institutes of Health (ISS) at their toll-free number, 800 896949. This service is available Monday through Friday and can be reached from landlines and mobile phones. Additionally, the AISM (Italian Multiple Sclerosis Association) has set up an e-mail address, emergenzasmucraina@aism.it, to collect reports and support those who need specific assistance.

The Italian Red Cross has launched the free psychological support hotline, #ProntoSoccorsoPsicologico, at the toll-free number 800-065510. This service is available in Italian and English, Monday to Saturday, from 8 a.m. to 8 p.m.

You can inquire at your local municipality about available psychological support services.

If your child requires psychological support and is enrolled in an Italian school, you can inquire whether the school has established a psychological assistance service for students who have arrived from Ukraine, as well as for their families.

If you have a regular residence permit in Italy or another EU country and possess a degree that corresponds to the required Italian qualification, you are eligible to access the higher education system. This system includes universities, higher artistic, musical, and coreutic education institutions, as well as vocational training programs. To enroll, you must submit your matriculation application to the higher education institution of your choice, following each institution's specific procedures, deadlines, and documentation requirements.

The university may require you to submit additional documentation to assess your foreign degree. For further details, please refer to the Ministry of University and Research bulletin on the Foreign Students page. Additionally, Ukrainian students already residing in the country with refugee or temporary protection status can take advantage of special conditions for support. Each university, research institution, and institution in the AFAM sector - Alta Formazione Artistica, Musicale e Coreutica (High Artistic, Musical, and Coreutic Education) can implement these conditions independently.

Foreign academic degrees have no legal value in Italy, so you need to apply for recognition if you want to practice a profession, participate in a competition, or continue your studies. There are two procedures: if you apply for recognition to gain access to higher education or to continue your university studies, you must apply at individual Italian universities, which will examine the course of study and recognize the degree's validity in Italy.

On the other hand, recognition is to gain access to public competitions or other specific benefits; you must submit the application to the relevant state administration. Yes, foreign minors between the ages of 6 and 16 present on Italian territory have the right to education. They are subject to compulsory schooling in the same form and manner as Italian citizens. However, educational institutions will be able to identify organizational arrangements and ancillary educational activities that allow access to online educational materials and activities referable to the Ukrainian educational pathway.

Public services in Italy provide after-school care for younger students, usually those attending preschools and elementary school.

You can check whether your children's school offers this service or contact the municipality to find out if there are active day centers for minors that can accommodate your children.

You can enroll any time of the year by going to a school's secretary's office. The regional school offices and the polo schools identified in the territory will regulate the enrollment and placement procedures at the school to which your children will be assigned.

You can consult in this regard the Ministry of Education - Department for the education and training system note AOODPIT No. 781 of April 14, 2022. Remember to bring your children's ID, tax code, vaccination certificate, and a statement showing which school they attended in Ukraine. If you do not have these documents, completing a self-certification will be enough.

Many associations throughout Italy organize Italian courses for adults and children and incoming citizens from Ukraine.

The Dante Alighieri company organizes free Italian language courses that can be taken in person at locations throughout the country. To find out about the initiatives active in the territory, consult this website or ask for information from the contact person of the facility where you are staying or from the Municipality of the city where you are.

Yes, Article 2 of the Prime Minister's Decree of March 28, 2022, expressly allows the beneficiary of temporary protection access to the job market.

This article recalls the provisions of the Civil Protection Ordinance No. 872 of March 4, 2022, according to which “the performance of work activities in both subordinate, including seasonal, and self-employed forms is allowed to people from Ukraine as a result of the current crisis, on the basis only of the application for a residence permit submitted to the competent Questura offices.”

As soon as the application for temporary protection is submitted, it is possible to begin work activities with just the receipt, even if the relevant residence permit has not yet been issued.

It is possible to look for jobs at employment centers (CPI) and other accredited bodies, i.e., private employment agencies (PLAs) authorized to offer job supply and demand services.
